prioritize by working with the mtc< state and general funds; state transportation improvement program is probably the most reliable source ever given the current issues in the state budget. however we only got 16 billion it was a banner year and fulfilled one of our long-standing commitment made in 2001, doyle drive, presidio park. obligation on that is fulfilled. we have a loan to pay back to mtc; a petition has been funds and i'm not good to advantage of that opportunitywith the board issued to provide muni would not hundred thousand for pedestrian improvement. the transportation program, it is a program that the transportation commission and mtc set up to target improvements for low-income community. the authority this past year had the opportunity to invest 4 million dollars. we also were able to concur on a number of capital projects and priorities here including some of the customer first projects that mta put out; important projects to improve both reliability, reduce travel time and offer real-time traffic information so people have more choices whether they want to wait for

would be. and what happened at the mtc is that the original request failed because there were some concerns that were raised in terms of sort of the structure of that request. and it was actually one of the people who originally voted against the request who then turned around and asked the mtc staff to come up with a different source of funding so that this program could go forward. and it was actually a supervisor from marin who did that. and, so, the mtc crafted the funding that is before you in such a way to allow san francisco pursuant to this resolution that you pass to fund this program. and that's the reason why the funding allocation has been structured the way it is. and, in fact, san francisco is getting additional money that would otherwise get for that very purpose. the interesting thing -- i was having this conversation with supervisor cohen yesterday -- is that the unfortunate thing is that what we have seen is an effort to pit, you know, doing something to provide access to low-income youth against the very important goal of actually funding maintenance for the mta.

in addition to occur in may, mtc is to complete the environmental evaluation of the rtp, which officially designates the rail extension. the city will be establishing a transit center district plan community financing district, the melaruse, and continue to coordinate with high speed rail and caltrans. that is in 2013. on the real estate front we'll have escrow completed by april 1 on the transbay tower, block 6,7, 8 and 9 that i mentioned earlier we expect to receive payment through the successor agency. we'll complete assembly for block 5 and issue block 5 rfp. :we'll put a history book together online for the public to know about or learn about the old termainle just an agreement we have with them to make sure that we catalog and preserve the history of the old structure. we anticipate to award the following contracts on the superstructure steel in april. the rooftop in june, the glazing design build in august and the super structure concrete in september. i would like to have sarah come up and give an update to the board. >> good morning directors. sarah gillati. as you can see in th

an ntp for the first portion of the structural steel contract. as we have done in the past with mtc, when we have the land sale funds available from the close of the tower parcel t, we would actually rescind whatever we haven't spent and return it to mtc and would be available for a future allocation. so this is $47.8 million in funds to be determined by mtc and i'm happy to answer any questions that you have. >> director reiskin. >> it's great to see this moving forward and enabling the ntp package. the table in the back that showed the revenue plan for both the $1.6 million project and total $4.5 . the land sales items, it was maybe $400 something million for phase 1 and double that for the total project. what are the assumptions underlaying those numbers and what is the level of certainty with those? >> the land sale assumptions are based on projections that are real estate consultant as part of the tifia loan. there is a range of numbers that are possible and we have of course used the lower more conservative assumptions. and we'll see how the market performs as we move forward

since morphing around the bay area. it started at mtc's headquarters and works to ac transit headquarters and now is the a the caltrans district 4 headquarters in oakland. and then of course, eventually it will become part of the transit center when that opens. one of our major objectives as always to generate as much positive media coverage as we can. we work very closely with our pr consultants at singer associates in that regard. you see the accomplishments and milestones that generated coverage in 2012. we were able to get good storis in the chronicle, the examiner, the san francisco business times, the l.a.x. times, the sacramento bee, broadcast affiliates for nbc, cbs, ab, fox. and as i mentioned the mammoth tooth in particular did generate a lot of interest not just locally, but we got national coverage in the associated press, the boston globe, huffington press and the new york daily news n.2013 we'll of course be continuing our outreach activities and ongoing media outreach. some of the milestones that are upcoming that we'll have an opportunity to highlight include

the work, to the ta staff, to the mtc, thank you for all that you're doing. now i had in my talking points a reference that we know you need the central subway if you get on the 30 stockton and apparently everyone else had that in the talking points. through the denser parts of san francisco, as someone who doesn't have a car i have and millions of us have wasted countless hours trying to get through our downtown corridor but i want to take a moment to thank the most important folks who are not here with us and that is the people of san francisco. for years before i joined the board of supervisors i served on with many volunteers the community advisory group to the central subway. with countless volunteers from the bay view, from visitation valley, from mission bay, south of market, union square, and of course thousands of residents and leaders from chinatown who went to countless public meetings provided tens of thousands of signatures, and stood for years to work extremely hard for world class transportation into the heart of our city, but we know we are building the central subway no

of $2.38 million. accepting funds from the m.t.c. to fund jobs, housing, transportation and planning identified priority developments here in san francisco. california senate bill 375 adopted in 2008 requires each of california' region to prepare a sustainable community strategy that demonstrates how the region will meet greenhouse gas reduction targets through integrated land use, housing and rotation planning. last fall, the m.t.c. approved the direction of $20 million in federal funding for planning within priority development area throughout the bay area, the nine county was of the bay area. the san francisco planning department was identified as the recipient of san francisco share of those funds which amounts to $2.3 million through fiscal year 2015 and 2016. the plan department will work with other city agencies including the t.a., the m.t.a. and the mayor's office of housing to develop a work plan guiding the programming of these funds. planning is here if there are any questions. thank you. >> thank you colleagues supervisor avalos. >> thank you chair farrell. just a couple

that two of us, not just in this capacity, but at the mtc, i think that did not get to really see the broad, regional work that happens around so many different transits, and transportation projects and disagreement and agreements and it is really a... it is a critical and very tough arena in many ways. and one thing that i and i said this when chair campos and i went to speak to the ta staff when you announced your retirement. that even though, we all of course, have agreements and disagreements and sometimes, sometimes even intense disagreements that i think that it is universally people, universally acknowledge your incredible depths of knowledge and creative thinking around so many transit issues. >> i know that a number of months ago when it looked like there was a potential hitch in terms of the design of the project and you were able to come up with a very elegant and creative solution that we were all able to get behind. i just want to wish you all the best and i know that we are going to be in touch and i am sure that i will be calling you with questions and i appreciate your cont

project specific wins, two to highlight, mtc naming the downtown extension of caltrans, as two regional priorities. 500 million committed to the transit performance initiative. this is super important. something that tilly helped generate advocacy. this will allow investment in the urban corridor to make our existing transit infrastructure their work better, trying to identify bart and muni project that will provide more reliable and faster service. also the recent update funds, san francisco transportation plan. this helped develop the prop k expenditure plan. hitting on the ground. it is being done in parallel with the regional transportation plan; the regional transportation plan is giving us feedback and we are providing feedback to both the current plan in the next one down the pike; we just finished one and are already starting the next one. i can move a bit faster now. you can see in the timeline in many cases the authority was the first on the scene to start a new trend. one of the things we saw back in 2002-03, we needed money for neighborhood transportation plans, particu

for the data acquisition. we're also looking to work potentially with mtc -- they are working on an effort to actual procure -- access data for the region and potential at no cost to local jurisdiction. we'll be following that effort as well. we're hoping to transition some of that cost saving into working more with effort we work to better uncorporate more multimodal measures and more multimodal data to provide more complete picture of our transportation performance. we'll looking to use those cost saving as a way to get into the multimodal aspects and look at some new data sources. with that, this contract is $430,000. it's for this round of the 2013cmt. that's an 18 month period. it also has options for two additional two year periods, which will be the 2015 and 2017 monitoring effort. we are recommending that this contract be awarded to -- after doing procurement process involving group proposal, we received three proposals and conducted interviews with all three of the qualified firms and received some quite strong proposals. those are some of the reasons we ended up going recommended
